8171 Stipend Overview
The government increased the Kafalat stipend in response to persistent inflationary pressures experienced in 2025. The Rs. 13,500 quarterly installment is specifically targeted at women heading households, providing them with immediate access to cash for essentials such as food, medicine, and utilities.
The increase ensures that the most vulnerable members of society can meet their basic needs without relying on external sources of support. This amount also aligns with the government’s objective of strengthening direct-to-wallet payments, minimizing delays, and reducing dependency on physical cash disbursement points.

Understanding the PMT Score and Eligibility Criteria
Eligibility for BISP is determined using the Poverty Means Test (PMT), which evaluates household socio-economic conditions. In 2026, the cutoff score is generally below 32–34, depending on the province.
Factors affecting your PMT score include:
- Household Assets: Land, vehicles, or tractors can increase your score, potentially disqualifying you.
- Utility Usage: Electricity and gas consumption patterns are monitored through NADRA.
- Travel History: Frequent international travel may flag a household as ineligible.
- Employment: Families with government employees are generally excluded.
This system ensures that the stipend reaches the most vulnerable households.
